Verdant Environmental personnel provided air quality permitting assistance for a new furniture manufacturing facility in Carson, California. The facility manufactures wood, ceramic, metal, and rigid foam furniture and lighting fixtures. VOC emission increases from the facility totaled 30 pounds per day, exceeding the one pound per day threshold and triggering Regulation XIII, New Source Review, requiring analysis of best available control technology (BACT) and obtaining emission offsets.
We prepared the required permit application, performing a BACT analysis and demonstrating that an add-on control device such as a thermal oxidizer or a carbon adsorption system was not cost effective for this operation and instead obtained 36 third party emission offsets to finalize the permit application. We also assisted the facility with understanding and complying with the stringent VOC requirements of the various rules applicable to them including wood products coating, metal products coating, plastics coating, adhesives and solvent usage.
